{"id":26659,"date":"2020-03-09T20:53:29","date_gmt":"2020-03-10T00:53:29","guid":{"rendered":"https:\/\/necc.edu\/newsroom2\/2020\/03\/10\/essexcounty\/"},"modified":"2026-04-07T09:47:53","modified_gmt":"2026-04-07T13:47:53","slug":"essexcounty","status":"publish","type":"post","link":"https:\/\/necc.edu\/newsroom\/2020\/03\/09\/essexcounty\/","title":{"rendered":"NECC Now Running Essex County Corrections Educational Programs"},"content":{"rendered":"<div id=\"attachment_22383\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"\/wp-content\/uploads\/media-old\/2020\/03\/Lane-and-Sheriff-Coppinger.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-22383\" class=\"wp-image-22383 size-medium\" src=\"\/wp-content\/uploads\/media-old\/2020\/03\/Lane-and-Sheriff-Coppinger-300x206.jpg\" alt=\"Two Essex County inmates wearing orange suits are in a classroom listening to NECC President Lane Glenn who is in front of the room with Essex County Sheriff Kevin Coppinger\" width=\"300\" height=\"206\" \/><\/a><p id=\"caption-attachment-22383\" class=\"wp-caption-text\">NECC President Lane Glenn (left) and Essex County Sheriff Kevin Coppinger (right) recently visited a classroom at the Middleton House of Corrections.<\/p><\/div>\n<p>The recent PBS documentary series <a href=\"https:\/\/www.pbs.org\/show\/college-behind-bars\/\">College Behind Bars<\/a> claims that, as a country, we have failed to provide meaningful rehabilitation for the over two million people living behind bars.\u00a0 With its new partnership with the <a href=\"https:\/\/www.essexsheriffma.org\/\">Essex County Sheriff\u2019s Department<\/a> (ECSD), Northern Essex Community College is working to address this issue by providing flexible educational opportunities to Essex County inmates.<\/p>\n<p>The college is now offering educational programming for up to 160 students\u00a0at five locations county-wide.\u00a0 The classes include High School Equivalency (HiSET or GED prep); English for Speakers of Other\u00a0Languages (ESOL), college and career readiness; computer literacy and applications, as well as college credit courses in English and US History.<\/p>\n<p>Over 90% of the students\u00a0served are housed at the Middleton House of Corrections, where the classes are voluntary.\u00a0\u00a0 Classes are also offered at the Lawrence Pre-release and Re-entry Center on a voluntary basis and at the three Offices of Community Corrections in Lawrence, Lynn, and Salisbury, where classes are required by the courts as a condition of probation or parole.<\/p>\n<p>\u201cI am proud that our correctional facility in Middleton is home to the southern campus of Northern Essex Community College,\u201d said Essex County Sheriff Kevin Coppinger. \u201cWe\u2019ve made a commitment to providing opportunities for inmates to improve themselves through our Consolidated Re-entry Services division with a continuum of services, including education services, career and college readiness advising, life skills, vocational training programs and more. Northern Essex is vital partner in these efforts,\u201d said Coppinger.<\/p>\n<p>All programs are open enrollment, meaning new students may leave and\u00a0join\u00a0the classes on any given week.\u00a0 \u00a0&#8220;This is due to the nature of the inmate population,&#8221; said Adam Cutler, NECC&#8217;s director of education, corrections.\u00a0 \u00a0&#8220;Due to pre-trial status and sentence lengths, the inmate population is in a constant flux.&#8221;<\/p>\n<h3>The Goal is to Reduce the Recidivism Rate<\/h3>\n<p>It\u2019s not surprising that inmates who participate in educational programming while incarcerated are less likely to reoffend after they are released from prison.<\/p>\n<p>A study by the RAND Corporation in 2013 found that inmates who were in correctional educational programs were 43% less likely to return to prison after being released.<\/p>\n<p>Educational programs, like the one Northern Essex is implementing with the ECSD, help inmates create viable education and career pathways, according to\u00a0Cutler.\u00a0 \u201cInvestments in education provide inmates with the tools needed to get a job and\/or continue their education.\u00a0\u00a0The resulting outcomes can be life changing for individuals and their families while making our communities safer.\u201d<\/p>\n<h3>NECC Selected as Part of a Competitive Grant Process<\/h3>\n<p>Northern Essex was selected to run the Essex County Sheriff\u2019s Department education programs after a competitive request for proposals.<\/p>\n<p>The college is working in collaboration with the ECSD\u2019s Clinical Services provider Spectrum Health Systems, Inc., which offers evidenced-based treatments and programs including parenting, life skills, alternatives to violence and other cognitive based therapies.<\/p>\n<p>Close to twenty staff members have been hired, including four on-site academic and career advisors; teachers; law librarians for the inmate\u2019s law library, which Northern Essex manages; a community advisor to help individuals transition from jail to the community; and Cutler, the program director.\u00a0\u00a0 Cutler reports to Irene Chalek, the college\u2019s Center for Adult Education Executive Director.<\/p>\n<p>For more information, contact Cutler at\u00a0<a href=\"mailto:acutler@necc.mass.edu\">acutler@necc.mass.edu<\/a>\u00a0or 978 750 1900, ext. 3452 or Chalek at <a href=\"mailto:ichalek@necc.mass.edu\">ichalek@necc.mass.edu<\/a> or 978 655 5841.<\/p>\n<p>&nbsp;<\/p>\n<p>Northern Essex Community College has campuses in both Haverhill and Lawrence.
