Happens in Washington, We Have More Work to Do (2026)"},"content":{"rendered":"<p>Last January, just after President Trump\u2019s second inauguration, I shared the perspective below, \u201cWhatever Happens in Washington, We Have More Work to Do,\u201d explaining that, whatever threats we might face, here in the Merrimack Valley we are practical, resourceful and resilient, and we would continue to operate by our most important principles, for our students and the communities we serve.<\/p>\n<p>The year since has turned out to be one of the most tumultuous twelve months for American higher education most of us have ever seen, especially for elite, private institutions and large, flagship universities, which have experienced&nbsp;billions of dollars in reductions from federal grants; sudden, major shifts in research priorities; and a plethora of policy changes and legal actions striking at institutional autonomy, admissions and hiring practices, curriculum and classroom teaching and, of course, DEI.<\/p>\n<p>Community colleges like NECC, though, have not been immune from the federal government\u2019s whiplash policy and funding decisions, and we have had to work closely with each other, state agencies, and national advocacy organizations to safeguard our students, our missions, and our resources.<\/p>\n<p>Here are just a few examples of what has changed, and what hasn\u2019t, since January 20, 2025:<\/p>\n<ul class=\"wp-block-list\">\n<li>In September, the U.S. Department of Education announced that they were ending \u201c<a href=\"https:\/\/www.ed.gov\/about\/news\/press-release\/us-department-of-education-ends-funding-racially-discriminatory-discretionary-grant-programs-minority-serving-institutions\">Funding to Racially Discriminatory Discretionary Grant Programs at Minority Serving Institutions<\/a>,\u201d including Hispanic Serving Institutions (HSIs).\u00a0\u00a0As New England\u2019s first federally recognized HSI, NECC has received several million dollars in funding through competitive grant processes since 2001.\u00a0\u00a0Although we were not receiving funds when the announcement was made, we were preparing to apply in the next round.\u00a0\u00a0The Hispanic Association of Colleges and Universities is\u00a0<a href=\"https:\/\/hacu.net\/advocacy\/defending-the-hispanic-serving-institutions-program\/\">leading a lawsuit<\/a>\u00a0against the federal government, seeking to restore the funding.<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>Similarly, the Trump Administration\u00a0<a href=\"https:\/\/www.insidehighered.com\/news\/admissions\/traditional-age\/2025\/10\/27\/trumps-dei-crackdown-closes-120-trio-programs\">eliminated funding<\/a>\u00a0for more than 100 TRIO, Upward Bound, and other student support services programs, claiming their focus on diversity, equity and inclusion was discriminatory and illegal.\u00a0\u00a0While NECC\u2019s\u00a0<a href=\"https:\/\/necc.edu\/academics\/academic-support-services\/pace\/\">PACE Program<\/a>, which has been funded by TRIO for forty years, focuses on first-generation, low-income students, and managed to avoid cuts based on anti-DEI policies, future funding remains uncertain, as the president has proposed a federal budget that entirely eliminates TRIO.\u00a0<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>In 2023, Massachusetts joined nearly half the states in the country in passing a\u00a0<a href=\"https:\/\/necc.edu\/newsroom\/2023\/08\/22\/governor-healey-celebrates-tuition-equity-at-northern-essex\/\">Tuition Equity law<\/a>\u00a0that extends in-state tuition and financial aid to qualifying undocumented students.\u00a0\u00a0Since taking office last year, the Trump administration has been aggressively seeking to overturn this legislation.\u00a0\u00a0Some states, like Texas, Florida, and Oklahoma have already eliminated their laws, and several others are either considering it themselves or facing lawsuits by the federal government.\u00a0\u00a0As a founding member of the Presidents\u2019 Alliance for Higher Education and Immigration, NECC is actively defending Massachusetts\u2019 Tuition Equity law, which so far remains intact.<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>Despite the nation\u2019s own Secretary of Education declaiming that colleges today are places overburdened students go to receive \u201c<a href=\"https:\/\/www.ed.gov\/about\/news\/speech\/secretary-mcmahon-many-administrators-few-leaders\">an obsolete and expensive credential<\/a>,\u201d enrollment at NECC, fueled by free tuition assistance for students from\u00a0<a href=\"https:\/\/www.mass.edu\/osfa\/programs\/masseducate.asp\">MassReconnect and MassEducate<\/a>, hit 5,318 in Fall 2025, the highest it has been since Fall 2017.<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>Regardless of the federal government\u2019s dismantling of formal DEI programs and hostility toward immigrant and international students in 2025, our Hispanic student population continued to grow and is now, at 2,600, slightly larger than our White student population at 2,418; while students from Lawrence, the \u201cImmigrant City,\u201d were 30% of our enrollment in the Fall of 2025\u2014the same they have been for the past ten years.<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>And so far, drastic changes to federal financial aid and reductions to student support services contained in the \u201c<a href=\"https:\/\/www.insidehighered.com\/news\/student-success\/health-wellness\/2025\/10\/30\/how-one-big-beautiful-bill-act-threatens-student\">One Big Beautiful Bill<\/a>\u201d Act have not dampened our students\u2019 success:\u00a0\u00a0After plummeting to 67% during the height of the Covid-19 pandemic in 2020, our students\u2019 Successful Course Completion Rate (SCCR) rebounded to 75%, and the SCCR gap between our White students and Hispanic students, which grew to 13% in 2020, narrowed to 8%.<\/li>\n<\/ul>\n<p>We are a long way from being out of the woods.&nbsp;&nbsp;Many perils still lie ahead, but if asked what we are going to do to serve our students through them all, my answer remains the same: More.<\/p>\n<p>It\u2019s working.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Whatever Happens in Washington, We Have More Work to Do<\/strong><\/h2>\n<p>In recent days, I have been asked by a number of concerned faculty, staff and students, and leaders in our community, what Northern Essex Community College is going to do to serve our students, many of whom are Latino, immigrants, low-income, and first generation, now that the new administration in Washington is aggressively attacking higher education and seeking to dismantle any signs of diversity, equity, and inclusion on campuses.<\/p>\n<p>My response: More.<\/p>\n<p>That is not some kind of defiant, political stance.<\/p>\n<p>Rather, it is simply an acknowledgement that the college\u2019s fundamental mission since our founding in 1961 has been to effectively educate&nbsp;<em>all&nbsp;<\/em>of the residents of northeast Massachusetts, and our work is far from done.<\/p>\n<p>In our nation\u2019s capital, the second Trump administration launched with a culture war, blaming DEI for everything from the&nbsp;<a href=\"https:\/\/time.com\/7206543\/the-los-angeles-fires-have-nothing-to-do-with-dei\/\">Los Angeles wildfires<\/a>&nbsp;to the recent&nbsp;<a href=\"https:\/\/apnews.com\/article\/plane-crash-washington-dc-trump-dei-claims-3ac5486ec594d81e919e8ebbd9733869\">horrific crash of a jetliner and helicopter<\/a>&nbsp;over the Potomac River; vowing to end \u201c<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-and-wasteful-government-dei-programs-and-preferencing\/\">radical and wasteful government DEI programs and preferencing<\/a>;\u201d firing huge portions of the federal workforce; and seeking to eliminate funding meant to serve the most marginalized and vulnerable among us, including many students on college campuses.<\/p>\n<p>Without doubt, American higher education is under threat and in crisis.<\/p>\n<p>Here in the Merrimack Valley, the seeds of America\u2019s industrial revolution are buried deep in our character and our culture.&nbsp;&nbsp;We are practical and resourceful.&nbsp;&nbsp;We have rolled up our sleeves and weathered other crises in recent years, like the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Merrimack_Valley_gas_explosions\">Columbia Gas Explosions<\/a>&nbsp;and the COVID-19 Pandemic and, by living our mission and our core values, and by leveraging our unique strengths, we will weather this one, too.<\/p>\n<p>At NECC, we will:<\/p>\n<p><strong>Follow the law.<\/strong><\/p>\n<p>We are a public college in the Commonwealth of Massachusetts that was formed through laws, with a mission to educate students to become informed, responsible citizens.&nbsp;&nbsp;This is not just lip service.&nbsp;&nbsp;We demonstrate this value through opportunities like our&nbsp;<a href=\"https:\/\/www.necc.mass.edu\/student-life\/civic-engagement\/civic-scholars-program\/\">Civic Scholars Program<\/a>&nbsp;and being recognized as one of America\u2019s \u201c<a href=\"https:\/\/www.necc.mass.edu\/student-life\/civic-engagement\/necc-votes\/#:~:text=NECC%20was%20also%20recognized%20with,Campuses%20for%20College%20Student%20Voting.\">Most Engaged Campuses<\/a>\u201d for student voting.<\/p>\n<p>We recognize that our democracy relies on respect for our laws, and that any institution or individual that violates them is violating one of our nation\u2019s greatest strengths.<\/p>\n<p><strong>Advocate for our students and communities.<\/strong><\/p>\n<p>Enshrined in our laws is the freedom of speech, the right to assemble, to protest, and to petition the government to right wrongs.&nbsp;&nbsp;While it is not the task of colleges or their presidents to take a stand on every issue of the day, it is the responsibility of college faculty to&nbsp;<a href=\"https:\/\/www.aaup.org\/report\/statement-professional-ethics#:~:text=2-,The%20Statement,truth%20as%20they%20see%20it.\">seek the truth within their subjects and to state it as they see it<\/a>, and the obligation of college leaders to ensure the safety, protect the rights, and advocate for the needs of their students.<\/p>\n<p>Here at NECC, we have&nbsp;<a href=\"https:\/\/president.necc.mass.edu\/governors-and-mr-president-an-open-invitation-to-lawrence\/\">risen to the defense of our students and communities<\/a>&nbsp;before when they have been unjustly attacked, and we have helped pass laws, like the recent&nbsp;<a href=\"https:\/\/www.necc.mass.edu\/newsroom\/2023\/08\/22\/governor-healey-celebrates-tuition-equity-at-northern-essex\/\">Tuition Equity Bill<\/a>, to expand opportunities for everyone we serve, and we will continue to support or lead efforts that protect our students\u2019 safety and rights, and aid their success.<\/p>\n<p><strong>Welcome and serve immigrants.<\/strong><\/p>\n<p>Geography is destiny in countless ways.<\/p>\n<p>The geography of NECC includes campuses in two Massachusetts Gateway Cities with proud industrial histories: Haverhill and the \u201cImmigrant City\u201d of Lawrence which, for more than 150 years, has been celebrated as home to generation after generation of Irish, Germans, Italians, Lebanese, Polish, and now Dominicans and others from across the Caribbean and Central and South America.&nbsp;&nbsp;<\/p>\n<p>The accents may have changed, but the dreams, the challenges, the perseverance, and the will to succeed and to thrive is as powerful as ever.<\/p>\n<p>At NECC, we know that we are a nation of immigrants, and that despite the overheated rhetoric about migrants invading the country, committing crimes, and taking jobs, the proportion of foreign-born residents in America is about the same today as it was in 1890: 14%.&nbsp;<\/p>\n<p>About a third of immigrants to the United States have at least a bachelor\u2019s degree, making them as educated as native-born Americans.&nbsp;&nbsp;They&nbsp;<a href=\"https:\/\/www.cato.org\/sites\/cato.org\/files\/pubs\/pdf\/immigration_brief-1.pdf\">commit fewer crimes<\/a>, are stabilizing our population at a time when birth rates are declining, and&nbsp;<a href=\"https:\/\/budgetmodel.wharton.upenn.edu\/issues\/2016\/1\/27\/the-effects-of-immigration-on-the-united-states-economy\">improve the country\u2019s economy<\/a>.<\/p>\n<p>Recognizing the need for more educated and skilled workers for tomorrow\u2019s Bay State workforce, in the months ahead NECC will be building on the recommendations in a recent report from the Massachusetts Business Roundtable,&nbsp;<em><a href=\"https:\/\/www.maroundtable.com\/wp-content\/uploads\/2023\/10\/Final-Tapping-Untapped-Talent-Report.pdf\">Tapping Untapped Talent:&nbsp;<\/a><\/em><\/p>\n<p><em><a href=\"https:\/\/www.maroundtable.com\/wp-content\/uploads\/2023\/10\/Final-Tapping-Untapped-Talent-Report.pdf\">How Foreign-Educated Immigrants Can Strengthen the Massachusetts Economy<\/a><\/em>, by expanding our award-winning&nbsp;<a href=\"https:\/\/www.tbf.org\/news-and-insights\/press-releases\/2019\/may\/necc-patrick-prize-20190501\">PIES Latinos de NECC<\/a>&nbsp;program to help even more skilled immigrants validate their credentials and build on their education to reach their professional potential\u2014right here in the Merrimack Valley.<\/p>\n<p><strong>Welcome and serve everyone.<\/strong><\/p>\n<p>As the first federally designated Hispanic Serving Institution (HSI) in all of New England, Northern Essex Community College serves the largest proportion of Latino students of any higher education institution in the northeast, and we will continue to provide services our Latino students need to succeed whether the U.S. Department of Education and the HSI designation continue to exist or not (NECC, after all, has been around longer than either of them).<\/p>\n<p>We also serve thousands of other students representing a wide array of races, ethnicities, abilities, gender identities, and other personal characteristics, and each and every one of them deserves our full attention, which is why our strategic plan is called \u201c<a href=\"https:\/\/www.necc.mass.edu\/about\/strategic-plan-2022-2027\/mission-vision-values\/\">Success for All<\/a>.\u201d<\/p>\n<p>At NECC, our approach to diversity, equity and inclusion is a practical one.&nbsp;&nbsp;<\/p>\n<p>We are less focused on some of the traditional higher ed trappings of DEI (like prescribed language guides, land acknowledgements, and \u201cdecolonizing\u201d the curriculum) and instead prioritize policies and initiatives that matter most to our students and truly create more equitable outcomes, like:<\/p>\n<ul class=\"wp-block-list\">\n<li>Expanding access to classes that teach\u00a0<a href=\"https:\/\/www.necc.mass.edu\/newsroom\/2022\/08\/17\/new-programs-teach-english-skills-alongside-career-skills\/\">ESOL (English for Speakers of Other Languages) alongside career skills<\/a><\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>Raising money to provide\u00a0<a href=\"https:\/\/www.ccdaily.com\/2024\/02\/providing-stipends-for-internships\/\">stipends for low-income students participating in unpaid internships<\/a><\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>Enrolling nearly 1,000 students a year in\u00a0<a href=\"https:\/\/massinc.org\/wp-content\/uploads\/2023\/01\/Early-College-Impact-Brief-January-23.pdf\">Early College classes<\/a>\u00a0that boost college enrollment and degree attainment for everyone, especially for students of color<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>Operating the first police academy in the state to become\u00a0<a href=\"https:\/\/www.necc.mass.edu\/newsroom\/2021\/11\/09\/necc-police-academy-is-first-in-ma-to-be-accepted-for-national-bystander-training-program\/\">ABLE (Active Bystandership for Law Enforcement)<\/a>certified to teach future police officers to overcome biases and intervene in misconduct, particularly in communities of color<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>Collaborating with the University of Massachusetts to create the\u00a0<a href=\"https:\/\/commonwealthbeacon.org\/opinion\/as-minority-enrollment-slips-at-most-colleges-mass-offers-way-forward\/\">Community College Advantage Scholarship<\/a>\u00a0to help students with the greatest needs afford a high quality UMass education<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>Leading the statewide\u00a0<a href=\"https:\/\/masscc.org\/success-program\/\">SUCCESS (Supporting Urgent Community College Equity through Student Services)<\/a>program, which is helping more students, including those facing systemic barriers, to persist in college and graduate<\/li>\n<\/ul>\n<p><strong>Live our mission and values.<\/strong><\/p>\n<p>Any organization\u2019s mission and core values are meant to be at the heart of who they are and what they do.&nbsp;&nbsp;They are the purpose and principles the organization is built on, not meant to change frequently with trends, challenges, or new leaders.<\/p>\n<p>At NECC,&nbsp;<a href=\"https:\/\/www.necc.mass.edu\/about\/mission-statement-core-values\/\">our mission<\/a>&nbsp;remains the same:&nbsp;&nbsp;<em>To educate and inspire our students to succeed.<\/em><\/p>\n<p>And so do our values, which include insisting on a&nbsp;<em>high standard of educational excellence<\/em>&nbsp;in an environment of&nbsp;<em>respect<\/em>and&nbsp;<em>fairness<\/em>, nurtured by however its effects may ripple across the nation and through American institutions, here in our practical, resourceful corner of the Commonwealth, we are steadfast in our commitment to
