Students Parking Information

Enrollment Services manages parking hangtags for all students.

• Parking hangtags are provided free of charge to all NECC students.
• New students may obtain a parking hangtag after registering for their first semester at NECC. Hangtags are available through Welcome Express at:
  • Behrakis Student Center (SC Building), Haverhill Campus
  • El Hefni Building (414 Common Street), Lawrence Campus
• Students who register for classes each academic year will receive a new validation sticker for their hangtag. Students are responsible for keeping their hangtag updated with the current academic year sticker, which can be obtained through Welcome Express.
• Each student is issued one (1) parking hangtag. The hangtag is assigned to the student, not a specific vehicle, allowing it to be used in different vehicles as needed.
• A valid hangtag must be clearly displayed whenever a vehicle is parked on campus. Failure to display a hangtag may result in parking violations or other sanctions.
• Lost hangtags are deactivated and can no longer be used.
• Hangtags must be hung from the vehicle’s rearview mirror and remain clearly visible at all times while parked on campus.
• Students are responsible for maintaining their hangtag and ensuring that both the hangtag and current academic year sticker are visible whenever parking on NECC property.

Haverhill Campus Student Parking Areas

Northern Essex Community College has several parking areas for students on the Haverhill campus with a valid NECC hangtag. Permit parking is available across from the Behrakis Student Center (SC Building), across from the Spurk (C Building), and in front of the Hartleb Technology (TC Building) Center and behind the Bentley Library (A Building). Parking for students is marked on the map with a “PP” icon.

Lawrence Campus Student Parking Areas

Northern Essex Community College offers parking for students, faculty, and staff in the Louise Haffner Lot D (78 Amesbury St.) parking lot, the Goudreault Lot C parking lot (414 Common St.), and the Dimitry Lot A parking lot (45 Franklin St.) on the Lawrence campus. Additional Parking is also available during day time hours only at 52 Franklin Street. Parking areas require a NECC hangtag, with limited visitor parking spaces in the Goudreault Lot C parking lot. Please note, NECC is not responsible for any charges that incur from parking in the Buckley Garage or in the 420 Common St. lot. 

New Metered Parking

Additional metered parking options are available for NECC students in Lawrence. Visit myNECC, click the “Student Services” tab, and navigate to the block labeled “NECC PARKING CODE” to view instructions for using NECC’s metered parking.

Haverhill Heights Parking Areas

Northern Essex Community College has several public parking areas accessible for students around Haverhill Heights.

• Bailey Boulevard: Parking is currently free at all times.
• Merrimack Street: Parking is currently free, but there is a 2-hour time limit. Parking restrictions begin at 10:00 a.m.
• Washington Street: Metered parking is available with a 2-hour time limit. Meter enforcement begins at 10:00 a.m., so parking before 10:00 a.m. is free.
  • If a student/staff member needs to park before 10:00 a.m., they can park in a metered space and pay in advance. The meter will automatically begin charging at 10:00 a.m.
  • Payment can be made using coins, a credit card, or the parking app listed on the meter signs. If using the app, be sure to enter the correct zone number.
• City Parking Lots: Paid parking is available for up to 10 hours.

Faculty and Staff Parking Information

• NECC parking hangtags are free of charge.
• When a NEW full-time faculty or staff member starts, the Human Resources Department will hand out the hangtag during the onboarding process. 
• All part time/adjunct faculty and staff must email parking@necc.mass.edu to request a parking hangtag. The individual must list the request, their name, their department, their cell-phone number, and a Public Safety pick-up location. All Public Safety pick-up locations are located on the Haverhill campus at the Public Safety desk in room C-112 or on the Lawrence campus at the Public Safety desk at 414 Common Street. Please allow pick-up to be ready within 2-3 business days.
• Only (1) hangtag will be given to each faculty and staff member. The hangtag is linked to the individual and not the vehicle. This allows individuals to use them interchangeably between vehicles, but it is the responsibility of the individual to have a visible hangtag showing when parked on campus.
• Hangtags are to hang from the rear-view mirror. The tag should be properly displayed at all times while on the campus.
• Department heads can request a guest pass for visitors by completing the Parking Pass Request Form.

Haverhill Campus Faculty and Staff Parking Areas

Northern Essex Community College has several parking areas for students, faculty and staff on the Haverhill campus. Faculty and Staff may  park in any of the designated Permit Parking areas on campus. This is marked with an PP icon on the map. There is  permitted parking across from the Behrakis Student Center (SC Building), across from the Spurk (C) building), and  in front of the Hartleb Technology Center, and across from the Bentley Library (A Building).

Accessible Parking

Designated Accessible parking spaces are available on each campus. Parking in a designated accessible parking space requires the individual to display an official disability parking placard/plate issued by a state. Students, faculty, and staff that require accessible parking are encouraged, but not required to display an NECC hangtag. It is recommended that individuals have the NECC hangtag available to them if an accessible parking space is not available and the individual must park elsewhere. In addition, by displaying the NECC hangtag the individual can be located in case of an emergency.

Visitor Parking Information

Visitor Parking – Haverhill Campus

Most of NECC’s parking areas are designated for students, faculty and staff and require a NECC hangtag. There is designated parking for visitors in the Hartleb Technology Center parking lot. The visitor parking lot is marked on the maps with a “VP” icon.

During special events where the event is not in the TC,  DoAS will provide the host of the event a temp parking pass to provide to guest.  This pass will allow visitors to park in any lot on the campus. Department heads can request a guest pass for visitors by completing the Parking Pass Request Form.

Visitor Parking – Lawrence Campus

Most of NECC’s parking areas are designated for students, faculty and staff and require a NECC hangtag. There is limited visitor parking spaces in the C parking lot across from the El Hefni Building on Common Street. The parking area is marked on the map with a “C” icon.

Additionally, there is city public parking available in the Buckley Garage, on street metered parking or in the 420 Common St. lot. Please note, NECC is not responsible for any charges that incur from parking in the Buckley Garage, street metered spots or in the 420 Common St. lot. Department heads can request a guest pass for visitors by completing the Parking Pass Request Form.

During special events, Public Safety will designate certain areas for event parking.

Electric Vehicle (EV) Charging Stations

All EV charging stations are managed through the Chargepoint Mobile App. Users must have an account to use the charging stations on campus.

Rates & Employee Discounts

Rates & Employee Discounts
Current charging rates are available through the ChargePoint app. NECC employees may be eligible for a discounted charging rate. To request the employee discount code, contact procurement@necc.mass.edu.

EV Charging Guidelines

• EV charging spaces are reserved for electric vehicles that are actively charging.
• Vehicles must be moved within one hour of completing a charging session.
• Charging stations designated for NECC Fleet vehicles are not available for public or employee use.
• Charging stations are available on a first-come, first-served basis and availability is not guaranteed.
• Stations may occasionally be unavailable due to maintenance, construction, or parking lot closures.

Terms of Use

Use of NECC EV charging stations is at the vehicle owner’s risk. NECC is not responsible for vehicle damage, insufficient charging, or other damages resulting from use of the charging stations. Charging rates are subject to change.

Contractors Parking Information

All contractors must apply for a temporary parking pass at the Haverhill Facilities Office located at Building G, the Haverhill Public Safety Office in room C-110, or the Lawrence Public Safety desk located in the Lawrence Dr. Ibrahim El-Hefni Allied Health and Technology Center at 414 Common St.
